Legislative Council Backs Calls for Inquiry into Bullying in Local Government - With a Catch

The South Australian Legislative Council has last night backed a motion introduced by SA-BEST MLC Connie Bonaros calling for an independent inquiry into bullying and harassment in the local government sector.

The inquiry, to be led by the Equal Opportunity Commissioner, would investigate the prevalence of all forms of bullying and harassment – including sexual harassment – across local government. It would also review the adequacy of existing laws, policies and complaints structures, and make recommendations for reform.

The motion has received broad support across the sector, with ten South Australian mayors co-signing a letter to the Attorney-General earlier this month demanding urgent action.

While the inquiry represents a significant step toward accountability and cultural change, the government’s support comes with a catch: local government will be required to fund the process.

“This is a step forward and an acknowledgment that there are serious and systemic issues requiring change – but once again, the government has its hands in its pockets,” said Ms Bonaros.

The motion’s passage enables continued discussions, with all key stakeholders – including councils, the LGA, and state government – now at the table.

“From the accounts I have heard, bullying and harassment in local government is at unprecedented levels,” Ms Bonaros said.

“I’ve been told of toxic cultures, intimidation, harassment. These are not isolated incidents – they are systemic. Local government is in crisis, and we cannot keep sweeping it under the rug.

“This is a model we have used before in lifting the lid on the legal profession, and I have full confidence the Equal Opportunity Commission can do the same here. We’ve got the model. We’ve got the support. Now we need to fund it.

“The passing of this motion will enable continued discussions to take place and is contingent on funding. At least now, everyone is at the table.
